"Distinct Tokushima accent"

This podcast just has referred to a "distinct Tokushima accent". We certainly have a bouquet of accents here in the US, and I speak French with a Provençal accent and German with a French accent and probably Japanese with a Philadelphian accent, but I wonder what that means. Thoughts?
